Bloods vs Crips history . What happened with these gangs in major American cities? I asked on the street they said the Bloods are currently winning.

Win what? Also their is no such thing as say " United Crips of America". Their are countless " sets" or factions of Crips and Bloods. Different sets can kill each other on any given day depending upon which way the wind is blowing.
Have you ever gotten hold of the Thomas Brothers guide to street gangs or what ever it official name is? I thumbed through it circa 1998 at the Los Angeles County Sheriff's Lakewood Station in the city of Lakewood, California where I witnessed a gang shooting . I forgot how many gangs where listed but it's in the scores.
In addition to the Bloods and Crips there are countless other Latin gangs , Asian gangs and at least a few dozen white gangs such has the Nazi Low Riders, Aryan Brotherhood , Armenian Power, Peckerwoods plus the old timey biker gangs such has the Hells Angels , the Booze Fighters , the Pagans etc .

Tookies Mistaken Identity - LA Weekly
The Crips started with Raymond Washington circa real early 1970s . The Bloods started in opposition to the Crips . Eventually has time wore on they split into all sorts of sets Rolling 40s,Rolling 60s,Crenshaw Mafia Crips, Shoreline Crips, Westside Crips just to name a few . The Bloods are smaller but they have sets to Piru Bloods, P-Stone and no doubt a bunch of others.

A leisurely look on June 15th 1988 of Lennox Station by two Los Angeles County Sheriff's Deputies who patrol an area inhabited by various high spirited youth organizations including one set of Crips at the 24 minute mark. A short segment includes the LASD youth division coaching a soft ball team as part of community involvement. The deputies come across some drug dealing but don't bother to chase them.

Gang violence was a major problem in California over forty years ago as these TV news clips show. Yes laws against gangs where enacted and more police hired and crime went down by the late 1990s .Of course the gangs didn't magically disappear and societies tolerance for crime changed .

That Time Army Rangers Got in a Gunfight with the Crips Street Gang

Army Sgt. Bill Foulk bought a house in a rough neighborhood as an investment. He wanted to protect it.

In 1989 a US Army Ranger Staff Sergeant bought a house for $20k in the Hilltop neighborhood of Tacoma, Washington near the US Army base. Sgt Foulk videotaped the drug dealings of the Hilltop Crips and organized residents to report gang activity to the Tacoma police who never showed up when called . The Crips took exception to the good Seargent and a shootout occurred between Sgt Foulk and his Ranger buddies vs the Crips. Over three hundred rounds where fired and amazingly enough no one was killed in " the battle of Ash Street". Only one Crip was charged in the incident. Unknown on how many Crips where injured.

This 1987 documantary is a about the Loz Angeles County Sheriff's Department " Operation Safe Streets" which was the LASD's anti gang unit. By 1987 LA County had 250 gang related murders and 180 major African American street gangs mostly Crip sets plus 16 Blood aka Piru sets. LASD concentrated in the 67 African American gangs in their jurisdiction plus other numerous Latin Gangs and a few white gangs mostly in the Antelope Valley. Their where and are Asian gangs as well but not necessarily in the LASD jurisdiction.
Gang officers main task is to gather information on gang members by stop and frisk plus cultivate informants from either gang members or the community at large.
As shown in the documantary the gang deputies would confiscate drugs and destroy them and just warn the gang drug pushers not to sell drugs most likely to develop a rapport so they can latter use them as informants.
How effective gang units where then and are today is a complex question certainly up for debate .

Starting in the mid 1980s the Bloods and Crips spread to other cities in the United States and eventually to Canada and Belize.
Different communities tried different methods to combat them such has Portland, Oregon enlisting the Oregon National Guard to free up police officers by working in administrative and detention capacities. Community programs such has after school athletics where tried.
More money was spent on law enforcement. Still it was noted that five to ten percent of Los Angeles County youth were involved in street gangs. Los Angeles County in ten years list more people in gang violence then did Northern Ireland in twenty years of sectarian violence. There was debate about the best solution to gang violence fueled by the drug trade but no consensus.

In this video the second part of the 1987 video of the LASD gang unit a gang deputy admits that gang members released from jail or prison become even more hardened and sophisticated. By 1987 with 70k plus gang members in LA County the gang members out numbered LA County law enforcement officers by at least two to one. Gang members did not fear law enforcement and openly flaunted their gang affiliations to them.

Whoever told you the above lied to you. Their is no central command for either gang. Yes gang killings by occur depending on various circ*mstances. As the video show Crips such has " Lil Fee" of the Westside Rolling 60s Crips fought a deadly battle with Monster Cody of the Eight Trey Crips. The gang world all about dog eats dog.

By 1993 the gang problem that had been growing for over twenty years was still getting worse. The police where overwhelmed and other techniques such has former gang members encouraging youth to go back to school and trying to encourage gang members to at least not engage in shootouts when children where coming home from school was tried . Gang violence was spreading into all neighborhoods . About this time the Three Strikes Law was introduced to give law abiding citizens some protection from career criminals many of who where in gangs.

This video is from 1984 in the South Central section of Los Angeles. LAPD officers stop and frisk members of the Grape Street Crips for drugs, weapons and see if they have outstanding warrants. Such efforts arguably had little impact as there where approx 20k law enforcement officers in Lis Angeles County vs 50k to 70k gang members .

As stated earlier there is no such thing as a unified Blood vs Crips organization there are instead various " sects" who may or may not fight each other depending on various circ*mstances.
In this video from 1994 the original Crips sect the " Eight Treys" meaning 83rd street in South Central Los Angeles had a dispute with the " Nine O" Crips meaning from 90th Street and area. The Eight Treys had killed a Nine O's who retured the favor.
LAPD Community Resources Against Hoodlums unit Officer Goosby stated that he was twenty six years old and grew up in South Central Los Angeles and went to the same highschools as the gang members but choose a different path.
Goosby also stated the Crips sects can kill each other over disputes about .....,drugs or just because they hate each other.
A few years latter the LAPD had to dispand the CRASH units because of the Rampart Division CRASH unit scandals but the CRASH units were just renamed as far as I know " gang detail" as there are scores if not hundred's of street gangs in Los Angeles County .
In the late 1990s I witnessed a gang shooting in Paramount, California and I saw the Thomas Brothers map book issued to the Los Angeles County Sheriff Department' s Operation Safe Streets ( which was the LASD equivalent of CRASH) had maps including the names of all the gangs in Los Angeles County and there territories. That map book had to be at least seventy pages.
There was a written truce by the gangs signed after the Rodney King riots of 1992 but it wasn't always adhered to.

New link to above video. The video is based on Geraldo Rivera who accompanied LAPD CRASH officers from South East Division in 1986. The first scene is CRASH making contact with the Grape Street Crips. On any given night during this time period LAPD wich protects the largest city in terms of geographic size has between five to six hundred officers on duty at night outnumbered by at least one thousand to one by gang members. Essentially LAPD was playing wack a mole with the LA's street gangs.

The history of late 20th Century American street gangs is somewhat similar to Medieval Europe in that various alliances come and go . There is no commanding general of a street gang rather various "sets" or " cliques " who can change sides without notice. The street gangs from Los Angeles County by the mid to late 1980s spread from Los Angeles County to other states indeed even other countries such has Crip cliques in Canada and Belize. Latin American gangs such has 18th Street and MS-13 ( Mara Salvaturcha " meaning Salvadoran Gang) spread to other American cities especially Washington DC and into Mexico , Central American countries and even has far as Spain and Canada. Unlike local street gangs prior to the 1980s the street gangs from the 1980s on could make easy money selling drugs at least up to 2000.

The Crips cliques started in Canada by the early 1990s in cited case of public housing in Toronto.

In 1973 Lou Sporrer who was the Deputy Police Chief of the Los Angeles Police Department formed a new unit to combat the increasing presence of street gangs that he named " Total Resources Against Street Hoodlums" aka " TRASH". Community activists protested the unit name as racist so the unit was renamed " Community Resources Against Street Hoodlums" aka " CRASH".
CRASH per a latter investigation by the Christopher Commission headed by Warren Christopher a former US Secretary of State determined that the CRASH officers were relatively young and inexperienced and poorly supervised. CRASH officer's did quite a bit of stop and frisk, surveillance of gang members and cultivating informants in and outside of the gang.
The video then delves into the Rodney King incident which is puzzling because King was not a known gang member although he was an ex felon and was beaten by not CRASH but by patrol officers from LAPD North Hollywood Division.
In 1989 there was an incident whereby CRASH officers serving a narcotics warrant in South West Division demolished four apartment units and the residents were not found to involved in the selling of narcotics so the City of Los Angeles had to negotiate an out of court settlement.
The undoing of the CRASH unit came about when an undercover LAPD narcotics officer Frank Lyga shot and killed LAPD CRASH officer Kevin Gaines in an apparent road rage incident. After extensive investigation by LAPD Internal Affairs it was determined that the Rampart Division CRASH officers were engaged in illegal beatings, at least one illegal shooting , stealing narcotics from police custody and conspiracy to commit narcotics sales with LA street gangs. In addition over one hundred criminal defendants were freed from incarceration due to tainted testimony and this led to the dismantling of the CRASH units.

In 2018 Johnny Depp portrayed the lead officer involved in investigating the shooting of Officer Gaines by Officer Lyga. This is the LAPD accepted version of the above incident.
